Wonderful puzzle! And "muse" got me thinking in the right direction. The chess player is the third of the three fates, I think, the crone, who cuts the thread of life.

VERY creative and interesting story! While it's all too obvious who She is, my inclination is to guess that Ron's mysterious chess partner is the Immortal Muse herself -- especially considering that she claims to have played (and to be playing) a critical role in what happens to Ron and his friends. (If I really must be specific, I would guess that she's Calliope -- the Muse of epic and/or heroic poems and stories.) I have to admit, however, that I'm a little confused as to exactly why the Immortal Muse has apparently allowed herself to go so far to seed as to let her hair and clothes get dirty...

It's obvious who "She" is, but not having read Prachett (if the character is from his universe), I don't know who the cigar smoker is.
(The pink crocheted stole is probably a hint, but it couldn't be Umbridge. Bellatrix comes to mind, but she wouldn't have used a lighter instead of a wand. Also, she would have to be someone with narrator-like omnipotence... Could she be Mary GrandPre: "It’s one thing coming up with how you all should look alike, but actually seeing you all together is something other entirely." Or Metamuse, perhaps?)
