I think this is frighteningly close to the truth. The hat doesn't truly decide anything. I'd love to hear the conversation between them on Pettigrew's first day of school as well.....
I just visited your LJ, and thought I'd come check out some of your stories that I've missed (or have not read in a long, long while). I really enjoyed this; the idea that DD is proud of his old house makes him seem so human and real. I also like how the hat says Hermione could have been a Slytherin. Overall the story does a great job a reinforcing the idea that choices are everything--truly and completely. I hope you've been following the discussion on HP_essays about Tom Riddle and whether he truly had choices or was defined simply by his genes. (I like to think the former, of course.)

Nice interpretation of the Sorting Hat, very much in line with JKR's latest interviews ... I rather like the idea of the Hat just rubber-stamping the students' choices, and it's a good twist.

It certainly seems as if the Hat Sorts through a person's desires as much as, if not more than, their personality and qualities.
One minor quibble: when they are discussing Ron, it's a little hard to figure out at first who's speaking.
A nice way of explaining where Dumbledore's statement to Harry at the end of CoS came from initially.
